Energy Program Technical Analyst

TRG is seeking an Energy Program Technical Analyst to join our team in supporting the Office of the Deputy Assistant Secretary of Defense for Environment and Energy Resilience (ODASD(E&ER)) in the Washington DC area. This role is primarily telework/remote.

This position requires an Active Top Secret Security Clearance.

Responsibilities:

  • Provide direct support to government program manager, including assisting in resolving program execution issues, developing and coordinating communications and meetings, and other special projects
  • Demonstrate excellent written, presentation and oral communication skills
  • Participate in appropriate working groups to assess utility/energy-related data and methodologies, and use and share that data to improve utility/energy-related decision-making
  • Participate in conferences and forums to promote new utility/energy policies, as requested by the ODASD
  • Draft meeting minutes and maintain historical program documentation files
  • Assist in the development of utility/energy metrics to measure and track progress against goals in the Energy Strategy
  • Develop and support analytical, reporting, and coordination of tasks associated with broader departmental utility/energy policy, including relevant Congressional reports, energy resilience, doctrine
  • Prepare reports, briefings, point papers, reviews and oral presentations, as may be directed
  • Assist in the evaluation of energy performance projects, assess partnerships with industry, utility companies, and public agencies as they relate to advancing DoD energy performance initiatives and use of all legislative and policy authorities, and conduct reviews of existing statutes, policies, guidance, legislation, and project timelines to determine gaps, impacts, and risks
  • Maintain spreadsheets and databases in Microsoft Excel or other tools, as needed
  • Other special projects as assigned by Program Manager
Qualifications:
  • 15+ years of progressively responsible experience, of which at least ten (10) years is experience in program/project management of DoD utilities/energy, Federal Agency utilities/energy, or large private sector utility systems required
  • Master's Degree required
  • Active Clearance Secret/Top Secret (SCI Eligible) required

Desired:

  • Experience with utilities privatization is desired but not required
  • Experience managing and resolving program/project execution issues
  • Five (5) + years OSD/Service staff/Joint Staff experience
  • Master Degree Area of Study: A recognized engineering, scientific, technical or related discipline
  • Knowledge of DoD Planning, Programming, Budget, and Execution (PPBE) Process
  • Demonstrated knowledge of DoD military construction, legislation and policy authorities, and ability to conduct reviews of existing statutes, policies, guidance, and program management timelines to determine gaps, impacts, and risks to the Future Years Defense Program (FYDP)
  • Experience preparing and reviewing DD Form 1391 Fiscal Year Military Construction Project Data to include real property classification and financial accountability
